AWS report finds 38 percent of European startups seek to relocate due to skills shortages

Skills shortages and regulatory uncertainty are preventing advanced artificial intelligence adoption across Europe, according to a report commissioned by Amazon Web Services. The study reveals that 38 percent of European startups are actively looking to move their operations abroad to bypass domestic constraints. Sasha Rubel, AWS's head of generative AI policy for Europe, the Middle East and Africa, discussed these hurdles during an interview on France 24. The report questions what economic territory Europe loses if high-level AI integration remains stagnant at current levels. Rubel pointed directly to a lack of qualified personnel and confusing legal frameworks as the main reasons companies are reconsidering their geographic locations. The analysis suggests that without addressing these specific issues, European innovation will likely fall behind global competitors who face fewer structural obstacles.
