The framework distinguishes between viable companies needing reorganization and those lacking sustainable value requiring prompt liquidation. Asset-management companies and institutional investors participating in stalled project continuations receive priority repayment for construction-related debts. Analysts state this shift aims to boost creditor security and attract social capital to existing projects. These measures arrive five years into the property downturn, following major developer failures such as Hengda Real Estate's recent liquidation petition on August 21. The court emphasized these rules will end inconsistencies that previously slowed disposals and deterred capital in the market.
