Fnality Appoints Former Bank of England Deputy Governor Jon Cunliffe as Chair

Blockchain fintech Fnality has named former Bank of England deputy governor Jon Cunliffe to chair its UK board, marking a significant appointment in the sector.

Fnality has appointed Jon Cunliffe, who previously served as deputy governor at the Bank of England, to chair the company's United Kingdom board. This follows recent leadership changes across its organization. Jochen Metzger, a former director general for payments and settlement systems at the Deutsche Bundesbank, joined the supervisory board of the European subsidiary and is expected to assume the chairmanship role there. Ron Berndsen, a senior official at the Dutch central bank, also recently joined Fnality's board. The company stated that its Sterling payment system launched in 2023 operates under regulation by the Bank of England, allowing market participants to settle obligations using central bank money balances. Fnality is building infrastructure intended for tokenized asset markets and banking activities involving stablecoins and tokenized deposits. Cunliffe emphasized that settling financial transactions in safe assets is vital for stability as market tokenization accelerates. To advance its euro payment system, Fnality established a subsidiary in Eschborn, Germany. Additionally, the company created Fnality Bank in Stamford, Connecticut, to develop plans for a U.S. dollar system while engaging with domestic regulators. In September 2025, Fnality secured $136 million in Series C funding from investors including Temasek, Euroclear, and Goldman Sachs.
