IAEA Board Refers Iran to UN Security Council in 23-3 Vote

The International Atomic Energy Agency board referred Iran to the UN Security Council regarding safeguard failures. The board adopted this resolution on Wednesday with a vote of 23 for and three against. China, Russia, and Niger voted against the measure, while one member abstained due to unpaid fees. The United States, Britain, France, and Germany proposed the text. Board Chair Rafael Grossi is now tasked with sending this decision to the Security Council and UN General Assembly alongside earlier findings. This action represents the first referral by the IAEA in two decades, following a June 2025 finding regarding undeclared uranium particles. While Russia and China blocked immediate punitive measures due to their veto power, the matter has moved to the Security Council where additional steps could be considered.
