This revenue figure appears in the annex of the budget law project submitted to Congress. Collecting these funds is crucial for reaching the government's goal of delivering the first real primary surplus in years. A primary surplus of 18.6 billion reais, representing 0.13% of gross domestic product (GDP), was projected for next year. Economic ministers state that President Lula intends to leave a balanced budget with the next administration regardless of election results. However, fulfilling the fiscal target depends on this auction's proceeds exceeding the calculated surplus for the year. An anonymous source from the economic team confirmed expectations of receiving these resources. A second familiar source stated the 2027 operation involves selling a future prediction of union oil. In this current year, authorities previously predicted collecting 31 billion reais from another special offshore oil auction authorized by a law passed in 2025.
