President Lula signs fertilizer production incentive law in Brazil

President Luiz Inácio Lula da Silva signed into law a bill creating the Fertilizer Industry Development Program (Profert). The law mandates that products sold in Brazil must include a minimum percentage of domestic fertilizers to reduce reliance on imported inputs. A mandatory blend of Brazilian synthetic and mineral fertilizers will begin at 2% on July 1, 2027. This percentage is scheduled to increase over the following years until reaching 10% by January 2037. From 2038 onward, the required proportion may vary between 10% and 30%. The National Council of Fertilizers and Plant Nutrition (Confert) will determine the evolution of these percentages based on Brazilian industrial capacity and impacts on prices. The council can temporarily alter targets for public interest or insufficient national production. Before setting percentages, the body must evaluate the impact on agricultural competitiveness and consumer interests regarding price, quality, and supply. Enforcement responsibility lies with the executive branch.
